Been playing AFPS offline for maybe a year now (can't play online with mobile connection), so i feel like sharing some of my experiences:
The focus is whether the games are capable of creating a tense and challenging match, and this post is obviously NOT objective and contains a lot of my taste. Also it is NOT COMPLETE as i mostly play free titles. That said i'd like to make a stupid ol' ranking list of which games i enjoy most playing offline, ranked by how well i find the quality of the matches it provides:
QuakeWorld (frogbot which are included in the nquake package) Easily top place, the bots are the best i've seen, because they really care for items, they do good rocketjumps and they make good use of spaming and prediction shots. They provide an amazing challenge and can be quite hard for beginners. Difficulty also depends on map choice, i find them harder on bloodrun/ztndm3 than on aerowalk. Tip: Type "Deathmatch 4", "map oldcrat" & "addbot" for a nice practise session :)
CPMA (Challenge ProMode Arena) Also quite good bots, but they don't really time items. Also they move more clumsy around maps and take weird routes.
Sauerbraten/Cube 2 They don't really care about items at all, they just leave them out and only focus on shooting. Despite that i think they provide an amazing practise environment, because their aim is adjustable really easy.
Warsow & Xonotic In both games the bots are quite easy and only provide a challenge when using the "handicap" feature, which exists in both games. So the challenge then is, how much can you handicap yourself and still win the game :)
That's it. I know there are many more games, but these are the ones i play.
