Advice needed: New 40g and would love suggestions for equipment

Hello r/Aquariums, I just purchased a brand new Aquaeon 40 g breeder tank (36x16x18) and I would love some suggestions for the rest of the equipment (ie. filter, heater, lighting ect.). I plan on heavily planting and hard scaping the system and having a non aggressive communal tank.

I am not new to the hobby but not a weathered veteran and I have not had a tank in almost a year. I was looking at a Fluval Aqua Clear Power Filter that hangs on the back (40-70g, 300 gph), but was not sure if I should go with a canister filter, thoughts?

Also, I would like LED lighting but not sure which would be best for plan growth.

Any thoughts on building the substrate? I have watched a number of videos by the green machine on youtube and they swear by ADA substrate products. Does anyone have experience with them, and if so do they make a huge difference? They are quite expensive, but I am willing to invest in a great substrate if it is worth it.

Beyond excited to be back in the hobby and appreciate any and all advice.
