Aquarium Sand Question

Okay so about a week ago I got a tank to do a live planted species only dwarf puffer tank. I bought the fluoride black sand to use as subterian and put it in the tank. Natural it fogged up. After about two days the fog went away but I noticed the top of the sand was grey not black from the particles settling and a hole in one spot. So I sucked out the water and tried vacuuming the sand. I noticed that was a fail as it sucked up the sand and stirred up the tank and it was foggy again. So again I turned on the filter put all foam in it and let it settle. Again it settled after two days. Now I wanted to even out the sand a bit so I took a fork and ran it through like a rake to even it out again it got very foggy. I pulled out the water and refilled. It has all settled overnight but I was wondering is there any way to get all the unsettled stuff out and/ or is this going to do this every time I add plants and do water changes. I dont want it to hurt my little guys after I get it all cycled and set. Please any thoughts or suggestions. Thanks.
