Help with cloudy aquarium water

This is my 6 gallon shrink tank, currently have 5 shrimp in it and some ramshorns. I had this tank for a couple months and it was pretty much cycled but I am new and I messed up and I cleaned the filter with tap water because it was kind of clogged. Once this happened I have this insane cloudy water bloom. Theres no actual algae in the tank or on the plants, etc its just the water is blooming somehow. I keep reading to either do lots of water changes or to do nothing. I don't know what to do. I've done some big water changes and nothing happens and I've done a couple weeks of doing nothing but I don't see much change.

Any ideas on how to fix this please?

tl;dr cycled tank has water bloom from being an idiot and washing filter with tap water, no physical algae on anything in tank - How do I fix?
