Aquarium capacity - more about space or about waste?

We all know the one inch of fish per gallon rule of thumb. Obviously it does not apply equally well to all fish species. I was wondering if it is more about whether each group of fish has enough personal space or about bioload per liter. Could reducing the bioload with more water changes and a powerful filter allow for more fish, or is the roaming space a more or less hard limit? What if none of the fish are particularly territorial or half of them are bottom dwellers? I just want to better understand what factors go into these calculations. Thoughts?
