Valedictorian or 2 language credits?

Hey all, asking a question for a friend.
His guidance counselor never informed him that most colleges require 2 years of foreign language and now he's a rising senior with only one language credit.
Last year he was rank 1 in his class of 400, this year he's guaranteed the same spot, but if he takes a language credit now his rank will drop to 2 or 3.
I don't think the rank change is that bad considering his class size, in addition to the fact that fulfilling those credits is (in most cases) a necessity. What do you guys think?
