Submitting SAT score the the University but not to honors?

I plan on applying to Pitt honors college in the fall (late summer bc of rolling but ukwim) and I think I have a pretty good shot at the general college of arts and sciences, but the honors college is definitely a target/low reach. As it stands (subject to change), I have a 1390 SAT, which is definitely worth submitting if I wasn't applying to the honors. However, on the honors website, it says that the "average student has a 1450-1500 SAT". If I want to get into the honors college with my otherwise pretty good profile (in state, legacy, 3.9 gpa at a very competitive hs, good LORs and decent ecs), should I submit my score? Even better, would there be a way to submit to arts and sciences but not the honors?
