Freezer Issues

I have a Kenmore fridge and freezer combo and lately my freezer just isn't freezing. Ice cream will be mushy, meat will be partially thawed, and most things just won't be frozen. I checked the gaskets and seals with a dollar bill and there was a bit of resistance when I tried removing it, so I think those might be good. Could it be a freon issue?
