Can’t add a payment method?

I am trying to sign up to Apple Music for the first time. I have clicked on the offer for three months free and it appears to successfully sign me up before giving me a pop up that says I have to add a payment method. If I click on this it takes me to a screen to add a payment method, but when I click to add nothing happens.

I have a card set up for Apple Pay that work fine, but if t won’t give me the option to use it for Apple Music. Any ideas what is going on.

iPhone 8, latest version of IOS.

Edit- just tried it on my IPad on the same account, same result.
