Can't make available offline while on wifi.

This was working before but now I can't download anything while on wifi. It's only saving for offline use when I download using cellular data.
If I do it while on wifi, it looks like if it's downloading (progress at the top) but goes at a faster rate and nothing gets saved at the end.
Ive already tried reseting the network settings but it didn't fix it.
Any ideas?
