Mac library not syncing

Hi,
My ipad(s) and iphone libraries are in sync. My Mac, however, is a different story. I'm trying to upload mp3's to my Mac- to my apple music specific playlist and it will not sync. I've signed into the same account on all devices, enabled everything I'm supposed to enable, and there is nothing synced to my Mac. No playlists, nothing. Does anyone have any idea?
