Questions about paying for app development

hey, I've been thinking about developing an app lately, actually, a series of apps, but at the moment, I don't have any app development skills. I'm aware that you can pay to have an app developed for you, but I'm wondering about a couple of things with that process.

for instance, what is the general price range of a large project? If I pay the developer, do I get the rights to the app, to market as I see fit? Are there any developers who take commission or royalties in exchange for their work, along with the initial cash development fee? is it better to reach out to an individual developer or are there companies/firms for this sort of thing?

For reference, I'm wanting to do a develop a suite of lifestyle management apps. Nothing to do with social networking, just some things that I've wanted in my personal life but haven't been able to find quite the right product for.

also, since I'm asking about everything else, how long might it take to be able to learn to develop apps proficiently if I have about an hour a day to dedicate to the skill?
