I don't understand my heater, please help before it gets colder.

this will be the first fall/winter we have in this apartment, temps regularly in the 30s (F) so I expect to need it. we have 3 of these dials in 3 separate areas and no thermostat.
when we tested it before it doesn't seem to turn off-it just runs?? vents are by the baseboards. I am unfamiliar with this style of heating so can someone explain how we can use this heater effectively without it costing us $$$$ from running? happy to answer whatever questions.
