Update and help: moving units

Context: from my previous post I have been dealing with a noisy neighbor who plays bass. After multiple convos with the police and property management teams they offered to move me units. I checked on it yesterday and I believe this units has mold issues in the bathroom and under the kitchen. Not really sure I can accept moving to this unit unless these are fixed. Is this mold?
