Do I ask my landlord to reimburse me for improvements?

I’ve been living in the same apartment for 7 years and it really needs some tlc. The wallpaper is peeling and looks so awful. The laminate countertop is chipping and desperately needs to be replaced. I know he wouldn’t do these improvements himself so is it appropriate for me to hire professionals to take care of this and ask my landlord to reimburse me?
