Trashy neighbors

In my neighborhood we have valet trash that comes Sunday and Thursday. My neighbors will put trash out wayyy before the collection days and the animals will come at night and tear it all apart. This leaves trash spread all in front of my door/walkway.
How do I go about asking them to take their trash to the road if it’s before pick up days? I’m so tired of my dog trying to eat their chicken bones that other animals pulled out the trash/left behind.
