Gibraltarized Hartman Steamer Wardrobe

Hi! I just picked this up for $75, and wanted to check in with people more knowledgeable than myself before doing too much. No keys, the leather strap broke while carrying it in.
I wanted to put some casters on the bottom and just kinda clean it up/restore it otherwise. But a quick Google search made me think I might have got this for a song and I should just sell it?
Basically this is my new project, any advice?
