Art deco standing ashtray - anyone have info about it?

Can anyone tell me about this piece?

The guy I bought it from told me it's probably from the 30s. Could be a bit earlier. I have the original glass ashtray. It's thick and heavy, and clearly made for cigars. The handle and base are brass for sure, and in need of a good polish. The cream-colored paint is obviously newer, but I can't tell if the black piece under the top is original (I can't identify what kind of metal it is).

I'll take tips on restoring it too. I haven't decided what to do with the cream paint. I might leave it as-is or paint over the cream with something else. I like the little pop of color contrasting against the metals.
