I specify federal because I have seen some state law that plug this loop hole, if you will, by specifying black powder specifically, but if my reading of the federal law is correct, are all pre 1899 rifles fair game essentially?
I think its sort of an interesting loop hole, not a huge problem in my opinion because I don't think any mass shooter is about to spend a couple grand to get an old working Marlin, but still cool for folks who want a working gun thats totally untracked or if they are a convicted felon.
