Toilet paper or water?

If all toilets had a bidet or a jug you could wash yourself with, based on the fact it is more hygienic and many cultures do it already from the Japanese to Muslims. Would a push for this to be universal not benefit waste and also sewer systems? Some countries toilets can't even take paper and you have to throw it in a bin which will then end up in landfill.

It would be a big shift for some but the difference is all positive as far as I can see. Except for the toilet paper and sewage companies. Although even for the sewage companies they would have less blockages. Ramble over. Thoughts?
