Have there ever been cultures where drug use didn't exist?

Drug use seems to be a constant in human culture, but I imagine there most be at least some exception. Maybe cultures in extreme environments with limited exchange with other societies might not have had access to any drugs? Extremely cold environments where there are no plants that can be used to produce a significant amount of alcohol might be such an extreme environment.
