Is it just me or can Javelin specific components not roll good inscriptions?

I've been playing for about 75 hours now and have yet to get a Storm component that rolls shields or gear damage/speed. It's always Ult speed, Ammo, thruster, support, or other pretty much useless inscriptions.
Yet I have seen a metric ton of the universal components roll these highly desirable inscriptions. Have one with 40% max shield and 30% [Q] damage. I feel like I can't be on that bad of an RNG streak.
Has anyone seen a javelin specific component with those kind of rolls?
