Presence of Mind Annie Bug?

Tried it on my normal games and whenever I use Ult, it does not give the ultimate reduction cooldown even if I killed the enemy. But when I don't use ult and just used Q W to kill someone, I get the cooldown reduction on my ult. AT the end of the game, I had 38s off of cd to my ult with having a score of 13/5/7. Maybe it's just a visual bug where the cd reduction doesn't resonate when I used ult?

Edit: It appears that It has been like this for a year and maybe it's most likely intentional.
