First cards in deck are being skipped?

So I have been using anki as a way to use kanji/vocab, and its been working great so far. The only issue is that it seems like the first 269 cards of my kanji deck are being skipped. I checked that the order option was set to "new cards in order added", so I don't know why this would be happening.
Does anyone have an idea why this would be happening? I tried googling around and couldn't find any info. I don't use any extensions, and I'm using the android app. Thanks a bunch in advance.
