Can villagers Bullying eachother?

Lately I've noticed that Vic and Phil will talk measly about Gayle's house. Like right in front of her, to her or just randomly in a conversation while I'm visiting their homes. Why and what does that mean? Gayle is such a sweetie there ain't no reason for them to be hateful :(
