Campsite villager hasn't asked to move onto island

So I have a a visitor staying on my campsite and a free plot on the island. I've been talking to them and the offer for them to move onto my island hasn't come up. Everytime I talk to them it's always am offer to play a game, do I just have to keep chatting or can I not ask them to move onto the island?
