No villagers on Nooks Islands

So i started a new island a few months ago.
I still need 3 villagers to progress. Today I had time to go to a lot of islands, since I am picky.
I got one, bought a second plot of land but now there are no villagers on the Nook islands even though I have an empty unsold plot of land
I don't have time tomorrow to look for villagers.
