Angular PWA storage limits

I am trying to decide whether to create my application as a nativescript/ionic app or as a PWA. My concern with PWA is the possible storage limitations, my application is for a charity who's main user base will be on older Android devices in rural areas with low to zero network availability so we will need to store all data within the device and allow for updates upon network availability.

There is a lot of conflicting info out there as to the amount of storage available to PWA's on various browsers and as to whether indexDB is included within those limits or unlimited.

Does anyone know the true storage limitations here?
