[LG G5] I have some sort of security setting preventing me from responding to various dialogues.

This particular phone is an LG G5 using Android 8.0.0
It is not rooted.

I used to think it was just Chrome. Whenever a site asks to use my location, I cannot click the negative or positive response.
It's like when you have an active overlay. Except, I do not have any apps with overlays active or installed.
I can only click the back button on the nav bar.

The other day, I tried to use Easy VPN. Mostly just to explore the functions and utility (I'm looking for the most dead simple app for my father to use).
When it popped up a "connection request" message, I could not select the OK button.

I'm wondering if there is a setting I'm unaware of, maybe even OEM specific.

If anyone has any suggestions, I'll be grateful.
