Is there a way to force full-screen apps to draw in a notch/cutout/hole-punched notification bar?

Most game apps leave a large black bar at the top and don't draw anything in a phone's notification bar if that phone has notch/cutout/camera hole punch. Is there a way to force this behavior so as to not have this large black bar? I'm on Android 11 on a Pixel 3 XL at the moment.
