Can't connect to Google Play help!

Backstory just got an Unlocked S4 from ebay I still haven't switched my number/service from my old phone to the S4 so I'm using wi-fi to do everything. Everthing is working well with the Wi-Fi except for Google play. Things I've done to fix it Reboot,Clear Cache and uninstalled updates nothing seems to fix it. I don't want to do a factory reset and loose my unlock. Thanks for any help
