RCS vs sms/mms

When I text this one contact this little icon pops up. I don't know what it is. If I click.on it, it goes away. (It looks like a tiny timer) This same contact I almost always receive a message that RCS did not send, before the last update I would have the option to send sms? Now It doesn't offer that. Anyone know what is going on? I'd send a pic, but I don't know how.
