WiFi turning back on by itself after I turn it off but also turns off on it's own when I want it on

My phone is really starting to piss me off. I have a first gen pixel XL. The wifi keeps turning on by itself shortly after I turn it off when I'm not at home. Then once I am home and I go to turn it back on, it shuts right back off. I have the "turn WiFi on automatically" setting off and it still comes back on. How do I fix this issue?
