Can the phone think it's charging without receiving power? (And how do I clean the charging hole?)

I've been having an hardware problem with my charging hole. It seems to only be charging when I pull it up. So I have to use a rubber band until I get this fixed.

It seems like it moved a bit at night, leaving the screen on thinking it's still charging. After turning the phone on battery shows 60%.
What's going on here?.
