Android should make shutting off phones from lock screen menu biometric or PIN locked (if you have security code for device access that is)

I think this would be an immensely useful feature to prevent thieves from from prematurely turning off the device so that you have a better chance to track it down or at least inform law enforcement of where it went. Putting the same biometric or PIN lock on features like location services (GPS), LTE, and Airplane Mode would also hamper futile attempts to prevent location services from pinging the device. Almost no one uses the lock screen quick settings menu to manipulate those toggles anyway, and on top of it, it wouldn't necessarily need to unlock the phone to bypass those toggle locks, you could require another biometric or PIN input to fully unlock the device. What do y'all think? Would this be a worthwhile feature? Would requiring the lock screen state to be in ultra low power consumption mode also help with keeping the phone charged long enough find it? Please let me know your thoughts.
