Here's a crazy thought - Google should give 1% of its Play Store revenue to OEMs - but only for devices running the very latest version of Android.
That could be 1% overall (1/30th of Google's cut) or 1% of Google's cut.
I honestly think if they did that we'd see at least 60% of manufacturers putting in huge effort to stay current.
