βοῶπις: a negative or positive view?

Homer uses βοῶπις to describe Hera. I was wondering if he uses this word to describe her in a negative or positive light. Because if you look at the words it's made up of, it means cow eyed. But it also can mean having full eyes.
So did this word have a positive or negative connotation?
