Real life governance scenario

Okay let’s take a break from our corporate and governmental overlords for which we can’t really do much about. I’ve got a real life situation that took place near me and I’d love to get everyone’s thoughts.

I live in a neighborhood outside of the city everyone has a few acres so it’s a ‘country’ feel. Most people keep to themselves. No deed restrictions and there’s a voluntary hoa, so no teeth.

Recently, a couple who moved to the neighborhood in the past year, had their two pit bulls get loose. They ran a mile down the road and killed my neighbors miniature horse, which was in its penn where it always was. We’re talking mauled and ripped it to shreds, half it’s face and neck gone. The owner and another neighbor saw the tail end and came outside and took a few pictures of the dogs as they went across the street. The dogs started coming back towards them so they went inside.

The owner was driving around looking for the dogs at this time. After dogs we’re back home, the two sat down and talked. Dog owner refused to do anything other than fortify his fences. He didn’t even offer to pay anything as restitution. Many neighbors are obviously upset about this. Many of us have kids and if these dogs did this for fun to a 200 lb horse…. The horse owner called the sheriff but he couldn’t do anything because the dogs didn’t attack a person. He called animal control and they went to try to take the dogs but the owners refused to relinquish and animal control doesn’t have the legal authority. Obviously many of us want the dogs either put down or moved. The horse owner is filing a lawsuit against the dog owner in hopes that their insurance company will see and raise rates. There’s some talk about a petition as well.

So question is what would you do? How ancap are you??? Besides carrying and being ready if I see those dogs, I’ve wondered what else I should do because I’m not okay with one of these justice AFTER the dogs kill a kid situations. And they’ve already proven to be dangerous enough. Interested in your thoughts.
