How do you know that the Fed is setting "too low" of interest rates?

The Fed just announced not to raise the Federal Funds Rate. Many here have claimed that the Fed has set interest rates "too low" for a long, long time.

This is obviously an Austrian Business Cycle Theory influenced claim. But my question is how exactly do you know that the interest rate is too low? What if the Fed is miraculously getting it right?

What means do you use to figure out where the interest rate should be at?
