The measures can't be moats, bear trap type shit, electrical fences in most places without a business or prison, etc. In most states, it's a question of what's "reasonable" for the private property and activities therein. By "measures" for residential property, the state legislatures usually mean "reasonable" like a sign and a normal fence. I'm here for the electircal fence in theory, but the State isn't. He'll be lucky if he doesn't take an L.
