To Re-Cap or not Re-Cap?

I have a CPC464 in a box with a green screen monitor. It hasn't been switched on in many years, maybe a decade.

I want to get it started again. Is there a risk that the electrolytic capacitors have failed and turning it on will damage something. Should I replace the electrolytic capacitors pre-emptively?

Or should I just turn it on and see what happens?

If it is best to replace the capacitors then should I do the same in the monitor? I am an Electronic Engineer so replacing the capacitors would take me that long. I'm asking this because I don't know much about capacitor ageing.
