The discussion box doesn't show for me. Please help!

I really hope you guys can help me. I'm really enjoying this game when it's working, but 9 times out of 10 the discussion screen doesn't load for me. Even if I'm the one who reports a body. I can hear the 'pop' of people discussing but my character just aimlessly keeps running in the direction i was facing.
Ive tried it on every resolution setting. Full screen on and off. And turning vsynch on and off. But it still happens frequently when I'm playing.
On windows laptop.
Please help guys! Thank you.
