Question about blocks…

A block just popped up that starts at 2:30pm (it was 2:10pm when I saw it, it’s still up now at 2:20pm).
It takes me 30 minutes to get to the warehouse. In these cases, does Amazon give you extra time to get there? If so, do you have to call them in advance before picking up the block?
I’ve also seen where the block start time has already passed but the block is still posted. How do they handle this? We obviously can’t get there in an instant.
