Can I complain? Standing knocked for not doing deliveries fast enough?

The other day I had a 2 hour shift, per hour even if houses are right next to each other is 15 packages an hour max! I was suppose to be done at six and didn’t stop delivering until 9:30 to try and get as many out as possible. So I only returned with five, will be standing be knocked everytike I don’t complete deliveries?
