Taking over two weeks to approve my accommodation request

Im not sure what to do. I made and accommodation request and I can’t go back to work until it’s approved. Mind you I sent my paperwork in way before my first day and now all HR can say is that they are waiting for the site manager to approve (whom I saw the first day) I’m not sure what to do. As the HR person from my site already contacted the site manager as well. But now everyone is telling me that they don’t know.
