WIBTA If I report my wife's client for animal neglect/abuse?

A little bit of back story - my wife has been off work for a few months because she's on a health leave. While on leave she has taken some odd jobs watching people's dogs and cats while they're away. Normally, I go with her when she watched the dogs because I love animals. My wife and I have 4 dogs and 9 cats at home and they're all very well taken care of. They go to the groomers, we are constantly brushing their coats and their teeth, they have access to food and toys and they are the center of our lives.

My wife's client this week has two beautiful bulldogs. We will call them Tom and Jerry. They are litter mates and one belonged to the woman's son but she ended up getting Jerry when her son and his wife got divorced. Tom is a really sweet dog, reminds me a lot of one of our own. Jerry has some issues but he's sweet none the less. Both of them have extremely long nails to the point that they are curling and it is affecting their ability to walk properly... Tom has a great coat and doesn't seem to have any other issues that are too concerning. But... Jerry has really bad flaking dermatitis on his head, and his nose is such dry to the point that it has indentations of where pieces of his snout have cracked and fallen off. To give an idea of what it looks like, imagine taking a knife to a table's edge a bunch of times, it would leave marks just like the ones that are on his nose. Jerry already has a limp so I can't even imagine how much his long curling nails are effecting his movement...

When I'm done work tonight I'm going to go with my wife, I'll be bringing a muzzle, some clippers and some ointment to take care of Jerry... he's had some issues with aggression so I'm going to bring the muzzle in order to ensure both of our safety.

I want to call city's animal welfare... people have called on my wife and I multiple times because we have so many pets and when the officer would arrive they would see that our animals are very healthy and loved so nothing has ever happened and the cases are always immediately. I know how it feels when someone calls Animal Welfare, it's not a nice feeling... but her dogs are seriously neglected... I know that if we called my wouldn't have this woman as a client in the future and she would know that we were the ones that made the call but her dogs are in such bad shape that I was nearly in tears when I walked into the house with my wife.
