AltStore doesn't recognize apps nor is available for contextual install

I'm helping a friend for this -- they have a iPhone 12 on 15.4 and they want to sideload an app but AltStore doesn't appear on the list here. Clicking "More" doesn't show AltStore either. Also, from within AltStore, it refuses acknowledge the app with the prompt "The files doesn't exist".
