which resort had the clearest beaches/waters?

As the title says, Im looking for anything in the Carribean except Cuba to go with my girlfriend in March. We need the beach to be a priority and want it to be crystal clear. Decent food is also a plus.
Our budget is 3500 CAD max per person.
