Sure 13 real world years have passed,
but with how the game’s events have looped an unkown amount of times including loops within loops in both the dark place and real world. Relatively, could Alan have spent decades or even centuries in the dark place?
The phone call Alan has with himself kinda answers your question, OP. Alan asks Alan if they are ever going to leave the Dark Place. And the answer is yes and no. I interpret it as: Alan will always be in the Dark Place, even if he leaves it. Because there will always be a point in space and time where Alan will be trapped. Multiple Alans. The caller was an Alan from the future. I mean, if you play the game 10 times, you can count them as just another 10 loops. Even if Alan gets out.
Time doesn’t really work in years inside the Dark Place. It’s kinda like quantum mechanics. Alan is in a Shrodinger’s Box lol

yesss they play a lot with physics (lots of creative freedom of course lol) but they do that. overlaps, time scales, multiple realities. very sci fi, I’d say. I love it
