Symptoms of a bad steering damper?

I just got my ground-up restoration R80 out for her first trials (what a rush) and I discovered a steering issue I need to diagnose. Obviously, I'm grabbing at the low hanging fruit first before taking things apart.

At a steady speed (10mph tops, I haven't pushed more than that yet) it feels like it wants to weave a little, and then almost stumbles to one side. Like after a night at the pub when one knee joint wiggles out from under you for a moment. It's quite unnerving when your front wheel decides it wants to go somewhere else without warning. I did have the damper on setting 2 and have not ridden it again since (currently up on stands in my workshop).

I'll dive into the wheel bearing replacement that I did next if need be, but just spinning the wheel I'm not seeing or feeling any concerning movement there. Thoughts?
